The ICC must become an International Court of peoples for the peoples independent of all supranational, national Organisations and governments.
De facto, an International peoples tribunal so independent to issue warrants against each and every citizen, no matter of the position. Warlords and War criminals, genocide and crime against humanity cannot have any kind of immunity.
Nation who does not comply and become signatory, must be isolated, boycotted and stay outside of the World Community as long as they want remind outlaws.
